In celebration of the First Amendment, let's take a look at how to build a weapon based on one of the most popular semi-automatic pistols in the world: the Glock 17, a reliable full-size double-barreled 9mm pistol. and simplicity. Recently, third-party companies have begun selling "frame kits" that allow private individuals to build rifles that look and function like Glocks and are compatible with Glock parts. But there's a caveat: their product contains excess plastic that prevents you from turning it into a functional weapon unless you remove it. The item they are selling is not in itself considered a firearm in the eyes of the law. Instead, it is known colloquially as "80 percent frame" or "80 percent receiver."
Weapons are regulated in different ways. The same is not true of an item that can be turned into a gun by a skilled home hobbyist.
Despite the name, however, the distinction between a gun and such an unregulated item is not as clear-cut as some sort of "80 percent rule," says attorney Mark Barnes, a D.C. attorney who specializes in matters involving the import, export and manufacture of firearms. "The reality is that firearm design varies from gun to gun. As a result, the final arbiter of whether a physical object constitutes the frame or receiver of a firearm is the Firearms and Ammunition Technology Division of the Bureau of Alcohol, Tobacco, Firearms and Explosives " (ATF).

If you send a case to ATF, the office's experts will explain to you why the firearm does or does not comply with the two main laws. The Firearms Control Act of 1968 defines a firearm as "any weapon . . . which will, or is designed, or may be readily modified to fire a projectile by the action of an explosive," or "the frame or receiver of such a weapon ." The National Firearms Act, on the other hand, says that a frame/receiver is "the part of a firearm which provides a housing for the hammer, pin or pin and the firing mechanism, and which is usually threaded at the front to accept the barrel."
Eighty percent of receivers cannot accept the slide or trigger assembly. Converting one into a working gun requires little drilling, filing or milling. As a result, they are not considered firearms by the ATF and can be purchased outside of the bureaucratic system that regulates the sale of firearms.
Federal law requires that all commercial purchases of firearms be made through a registered Federal Firearms License (FFL) holder. Guns manufactured and sold by FFLs must have serial numbers, and the dealer must keep records of all sales.
These restrictions apply to commercial transactions. But individuals are allowed to make their own guns, Barnes explains, "as long as federal, state or local laws prohibit them from accessing, transferring or receiving firearms." In other words, if you're not an authorized dealer, you can most likely buy an 80% frame, remove the excess material, add some parts, and turn it into a functional rifle. No questions, no government documentation, no background checks.

This is where the 80% Glock models shine. The frame kit and all other necessary parts can be legally ordered online. Since the frame is made of polymer, a hand tool will be enough to get the job done. You don't need an expensive CNC router or drill - just a Dremel or similar automatic rotary device, a set of files and some sandpaper.
After the ATF reviewed their designs, companies like Polymer80 and Lone Wolf released some of the first unfinished frames for the full-size Glock 17 and the compact Glock 19. Typically, their designs include some improvements over standard Glock frames, including a different grip angle, texture and attachment system. For our build we chose Polymer80 PF940v2 purchased from Brownells.com. We also purchased a complete Gen 3 Glock 17 slide and barrel assembly and a set of Glock lowers (including trigger assembly) on eBay.

The easiest way to avoid government control is to buy a gun from a private seller. Most states minimally regulate such transactions, so Americans can buy firearms from each other without much interference. But aftermarket guns are still marked with a serial number that can be traced back to the original owner, meaning there is a path that eventually leads to you.
If paper trails are your biggest concern, consider erasing the serial number from the gun you buy. This is a criminal offense. do not do that
A better way to fly under the radar is to build your own gun. Firearms manufactured by individuals outside the FFL system do not require a serial number under federal law.
(Note that states may still require this. For example, California in 2017 required all "ghost guns," or guns from non-traditional manufacturers, to be registered and have a serial number attached. This will likely be difficult to enforce. More (always, should (make sure you know the laws in your country before going this route.)

If you want to find out or buy it, it is available thanks to the web. It's actually a bit more expensive to buy an unfinished frame and parts to build a Glock yourself than it is to buy one already built, but everything you need is readily available.
The downside of credit cards and shipping addresses is that there will be some form of record of what you buy. In the event of a ban (or if the law enforcement authorities are interested in you), you can request certificates by subpoena.
Nothing is foolproof, but it might be worth adding an extra layer of complexity to slow down the aliens' attempts to find your weapon. For this experiment we bought all our parts online. They shipped them directly to us, no FFL middleman and no state registration.

Your home pistol might not work as well as a factory Glock—though with care and some modifications it might work better—but if you value privacy over price and don't mind a little tinkering, this could be the solution for you.
If you want to finish your gun 80 percent, you will need to remove the excess polymer that prevents the slide and trigger from attaching. (The shank we used was already assembled, as was the trigger assembly.)
